Plan Letter Development / Acquisition Plan Reading - Real Estate Academy

Description – A 2-day course providing an in-depth study of the interrelationship of the construction plans, right-of-way plans, legal descriptions and appraisal report, so the negotiator can develop the Plan Letter Attachment and provide an explanation of the project's impact to the property.

Prerequisite: Highway Plan Reading; must have completed the 3-day Highway Plan Reading Training class within the past year and have 3 months of experience reading/reviewing plans.  Any exceptions must be approved by the Office of Real Estate.  Please Note: this is not an entry level course.

Who Should Attend? – This course offering through ODOT / LTAP is intended primarily for local agency employees (county, city, village and township), and real estate consultants doing work for ODOT or local agencies in Ohio.

LPA Federal-Aid Contract Administration Training

Description – This 1-day course is focused on Federal Highway Administration (FHWA) contract provisions, administrative procedures, and applicable policies related to Federal-aid construction contracts in Ohio, with an emphasis on local public agency participation. Discussion topics will include contract procedures, policies, and requirements prescribed in 23 CFR Sections 230, 633, and 635; and their application to construction contracts. There will also be discussion about the detection and reporting of fraud to the Office of the Inspector General (OIG), U.S. Department of Transportation.

Who Should Attend? – All state and local government agency personnel who must interpret and apply Federal regulations to construction contracts and staff that administer construction contracts.  All FHWA Division Office personnel who interpret and apply Federal regulations that affect the administration of Federal-aid contracts.

Inspector Testing for Flexible Pavements, Advanced Structures, Compaction Testing and Traffic Work Zones

The Ohio Department of Transportation's Division of Construction Management provides Construction Inspector Testing in the following four subject areas:

  • Flexible Pavements Test
  • Advanced Structures Test
  • Certification for Compaction Testing
  • Traffic Work Zone Test (Note: This test is for construction inspectors only and is NOT for Worksite Traffic Supervisor (WTS) Prequalification.)

Please select the subject you wish to test on from the options in the registration form on the next screen.  Make sure to write down what test you signed up to complete as this information will not be included in your confirmation email.  Only one test may be completed per testing period.  If you sign up to take more than one test per testing period, your second registration will be cancelled.

Additional Information – Based on the Urgent Health Advisory for Ohio due to the COVID-19 pandemic, please note the following updates and safety protocols for all upcoming sessions of Construction Inspector Testing.

All test takers MUST be pre-registered.  Seating capacity is limited due to social distancing requirements.  Any person who arrives without being pre-registered for testing will be asked to leave.

Under the new safety protocols due to the COVID-19 pandemic, attendees are still NOT permitted to bring reference materials or spec books into the testing site.  As with previous sessions, a supply of reference resources will be available on-site to borrow during testing.  Inspector applicants are expected to have knowledge and will be tested on items from the applicable resource publications for each subject area.  These include: 2019 ODOT Construction and Material Specifications (C&MS); 2017 ODOT Manual of Procedures (MOP); AASHTO / ASTM Standards; ODOT Standard Construction Drawings (SCDs), Statewide Plan Notes and Supplemental Specifications; Quality Standards for Temporary Traffic Control Devices (TTCD) & Acceptable Delineation Methods for Vehicles; and the Ohio Manual of Uniform Traffic Control Devices (OMUTCD) Part 6 and related chapters. No cell phones, tablets or laptops will be allowed. No calculators, pens or pencils will be available for loan due to the COVID-19 pandemic. Failure to bring these items with you means you will have to take the test without them.

Everyone registering to complete an exam MUST have applied for and obtained a MyODOT username and password and must bring both with them to the test in order to login to the online testing system at the ODOT Computer Training Room.  The instructions on how to obtain your MyODOT username and password are available at this link: How to Obtain a MyODOT Username and Password.

Failure to have obtained your MyODOT username and password ahead of time WILL result in being rescheduled to take the exam another day. Please obtain your MyODOT credentials at least four days before the testing date.

Please note the following summary of protocols for testing:

  1. Effective September 2022: the testing location is ODOT Central Office at 1980 W. Broad Street in Columbus, OH.
  2. If you are sick or not feeling well, please DO NOT attend the testing session (see comments below).
  3. Face mask/covering is currently optional at our testing location, based on the preference of each attendee.
  4. Maintain social distancing of at least six feet when feasible.
  5. If COVID cases show a significant increase, additional safety protocols may be required in accordance with Ohio Department of Health recommendations.
  6. No materials will be brought into testing site.
  7. Must have ID (official state or federal).
  8. Bring your own calculator (non-programmable).
  9. Bring a pen or pencil.
  10. No gathering in the building (inside); must leave when testing is completed.

ODOT has the authority to dismiss any candidate and revoke the test session due to improprieties such as, but not limited to, impersonating a candidate of record, creating a disturbance, receiving help from another individual, attempting to remove test materials, making notes about the test content, use of unauthorized reference materials, accessing one’s cell phone, cheating of any kind, etc.  Exam Violations and Consequences.

NEPA Training - Managing the Environmental & Project Dev. Process - OES

Description – This course provides a comprehensive view of the Ohio Department of Transportation’s process for complying with the National Environmental Policy Act (NEPA). It will build upon all of ODOT's environmental courses and provides participants with an understanding of the various aspects of planning and project development and how they are used to guide them in making NEPA process decisions for ODOT's program.  Note: successful completion of an online test (within two weeks after the course) is required for certificate.

Who Should Attend? – ODOT Consultants, LPAs, MPOs, PMs, and others who work with ODOT on projects.

Pre-Course eLearning (New) – As a prerequisite for attendance, all participants must have successfully completed the below training courses (within the past 5 years) prior to attending OES’ NEPA Training. Course transcripts and certificates will be verified prior to training: Aesthetic Design Guidelines; Air Quality 100; Categorical Exclusion (CE); Ecological 100; Environmental Commitments; Farmlands; Feasibility Studies and Alternative Evaluation Reports (FS/AER); Floodplains; Noise Analysis 100; Preparing Reader Friendly Documents; Project Development Process (PDP); Public Involvement (PI); Public Involvement - Writing for the Public; Public Involvement - Components of an Effective Presentation; Purpose & Need (P&N); Regulated Materials Review (RMR) 100; Section 4(f); Section 6(f); Section 106; Environmental Justice; Virtual Public Involvement; and Waterway Permits 100.

Instructors – Susan Daniels (Lawhon & Associates) and Nicole Clune (Clune Consulting Services).

Registration Information – Registrations are processed in the order they are submitted, while seats are still available.  The registration fee is $168 per person for government employees and $420 for non-government employees.  No-shows and late cancellations (< 5 business days) will be charged the full registration fee.  This training will be Virtual using Microsoft Teams.  Each participant will need to have a reliable Internet connection and the applicable MS software.  Registrants will receive the Teams meeting information within several days before start of the course.

NHI - Designing for Pedestrian Safety (Virtual)

Description – This course is intended to help state and local transportation engineering professionals address pedestrian safety issues through design and engineering solutions.  Participants will learn:

  • That pedestrians belong in geometric design, operations, and safety considerations.
  • The significance of land-use, street connectivity, and site design in helping to make a safer pedestrian environment.
  • To understand human behavior issues related to pedestrians and drivers interacting safely and common pedestrian crash types.
  • To understand the role that planning and street design play in pedestrian safety.
  • Effective solutions and best practices in design and operations for pedestrian safety.

Who Should Attend? – Persons who are involved in improving pedestrian safety at the state or local level, including: roadway safety personnel, State DOT staff, engineers, planners, and other traffic safety, enforcement and injury prevention professionals that improve safety for pedestrians.

Instructors – The primary instructor will be Keith Sinclair, P.E. with FHWA.  Co-instructor will be Joe Gilpin (with Gilpin Transportation Consulting, LLC) or Chloe Ward (with Alta Planning + Design, Inc.).

Virtual Training – This training will be Virtual via the instructor using Adobe Connect. Each participant will need to have a reliable Internet connection for the interactive webcast training.

Registration Information – LTAP is managing the registration process for ALL participants.  This grant-funded course is being offered free of charge to OHIO RESIDENTS ONLY, if all sessions are completed.  The grant funding will only cover the NHI registration fee for persons who complete the entire course.  Those not completing all sessions of the 3-day course will be required to pay $420 for the NHI course cost.  Participants must complete ALL SESSIONS of this 3-day training in order to receive a Certificate of Completion.

Registrants who will be unable to attend the training after registering are required to cancel a minimum of 7 days prior to the course start.  Failure to cancel prior to the cut-off will result in loss of registration privileges for grant-funded NHI or other grant-funded training offered by Ohio LTAP for a period of two years. Substitutions are encouraged.

Course Materials – The workbook, evaluation and participant registration forms will be provided in the chat pod during training so participants will be able to download them to use during the course.

NHI - Innovative Intersections and Interchanges (Virtual)

Description – Motorists, pedestrians, and bicyclists face greater mobility challenges and safety risks at intersections as traffic volumes grow and congestion worsens. Agencies need safer, more balanced designs that keep people moving. Innovative intersection designs offer many safety and operational benefits, and are being built more often because they can deliver more for less. The Federal Highway Administration (FHWA) launched the Every Day Counts (EDC) state-based initiative to identify and rapidly deploy proven but underutilized innovations aimed at reducing project delivery time, enhancing roadway safety, reducing congestion, and improving environmental sustainability. In 2012, Intersection & Interchange Geometrics (IIG) was selected as a featured innovative technology in EDC Round-2. IIG consists of a family of innovative intersection designs that improve intersection safety while also reducing delay, and at lower cost and with fewer impacts than comparable traditional solutions. In a continuing effort to advance the deployment of innovative intersection designs, NHI is pleased to offer this training workshop to assist transportation professionals in better understanding these intersections and the potential benefits they can provide when correctly implemented.

Who Should Attend? – The target audience for this training includes state and local transportation agency personnel, and/or consultants having responsibilities for developing and designing elements pertaining to intersections and interchanges.

Instructor – James McCarthy, PE, PTOE with CAM Creek Consulting, Sunrise Minnesota.

NHI - Safety Inspection of In-Service Bridges (130055)

Description – This course was updated in 2022 and is based on the FHWA Bridge Inspector's Reference Manual (BIRM - 2022 Version), National Bridge Inspection Standards (2022 NBIS), and the FHWA Specifications for the National Bridge Inventory (SNBI). This course also contains new MANDATORY requirements for participants and host in preparation for in-the-field exercises. See details page 3. This course, based on the BIRM - 2022 Version, 2022 NBIS, and the SNBI, provides training on safety inspection of in-service highway bridges. The completion of this course fulfills the training requirements of the NBIS (23 CFR 650.309) for an FHWA-approved comprehensive training course. The course has undergone significant improvements in format and content including required bridge inspection in-the-field exercises, curriculum on the application of the SNBI and AASHTO element level condition ratings, and updated activities that maximize participant engagement throughout the course. The topics covered include fundamentals of bridge inspection; bridge materials; documenting bridge inspection data; inspection and evaluation of decks, superstructures, bearings, substructures, culverts, and waterways; and bridge inspection reporting. For instances where in-the-field time is not possible due to unforeseen circumstances such as severe weather (snow, hurricane, flooding, heavy rain, tornadoes), a back-up option for the in-the field exercise will be permitted using the NHI computer-based Virtual Bridge Inspection Computer Based Training (VBI CBT) program. Participants are required to attend 100% of the sessions of the course and successfully complete mid-term and end-of-course assessments with a cumulative score of 70% or better to receive a certificate of completion. The sponsoring agency/State may monitor the examinations and retain the scores to qualify or certify bridge inspectors. Note: Many States have additional requirements to become a bridge inspection team leader.

Who Should Attend? – Federal, State and local highway agency employees and consultants involved in inspecting bridges, or in bridge inspection management and leadership positions. A background in bridge engineering is strongly recommended.  See Prerequisite Requirement listed below.

                           Participant Prerequisite Requirement

Please refer to the NHI Course Description/Prerequisites for FHWA-NHI-130055 for complete details.  Per the National Highway Institute, ALL participants must have met one of the two pre-requisite requirements for participation in this course** and bring a course completion certificate bearing their name to the first day of the class.  The passing score for all pre-requisites is 70% or better.

Individuals have the option to complete one of the following prerequisite requirements:

1) 130101 Introduction to Safety Inspection of In-Service Bridges, a 14-hour Self-Directed Training (SDT) and assessment; or

2) 130101A Prerequisite Assessment for Safety Inspection of In-Service Bridges, a Self-Directed Training (SDT) assessment only (test out).

**Please note: prerequisite must be completed within two years before the course start date.   Additionally, it is recommended that prior to attending this course, participants spend some time in the field, at bridge inspection sites, but not required.

Field Component: This course will include one or more field days for bridge inspection activities. Attendees should have weather-appropriate clothing and minimum PPE (ANSI II vest and Hard Hat). Additional information will be provided at the course.
NHI - Signalized Intersection Guidebook Workshop (Virtual)

Description – This course provides a holistic approach to signalized intersections and considers the safety and operational implications of a particular treatment on all system users, including motorists, pedestrians, bicyclists, and transit users. Using the guide, participants learn to make insightful intersection assessments, understand the tradeoffs of potential improvement measures, and apply guidebook measures and best practices to reduce the incidence of intersection crashes. Practitioners will find the tools and information necessary to make insightful intersection assessments and to understand the impacts of potential improvement measures. The information in this guide is based on the latest research available and includes examples of novel treatments as well as best practices in use by jurisdictions across the United States and other countries. Additional resources and references are mentioned for the practitioner who wishes to learn more about a particular subject. This guide is not intended to replicate or replace traditional traffic engineering documents such as the Manual on Uniform Traffic Control Devices (MUTCD), the Highway Capacity Manual (HCM) 2010 or the American Association of State Highway and Transportation Officials’ (AASHTO) A Policy on Geometric Design of Highways and Streets, nor is it intended to serve as a standard or policy document. Rather, it provides a synthesis of best practices and treatments intended to help practitioners make informed, thoughtful decisions.

Who Should Attend? – Professionals responsible for design, management, or operation of traffic signals. This includes design engineers, operations engineers and technicians (advanced) of state/local agencies, consultants, and FHWA Operations staff.

Relocation 204: Relocation Review

Description – This course will become part of the requirements for approval as an ODOT Relocation Reviewer; will serve as a refresher and required continuing education every two years for all ODOT approved Relocation Reviewers; will clarify the scope and the responsibilities of the Relocation Reviewer; will review the Relocation Assistance Program Rules and Regulations on both a Federal and State level; will provide updates and changes to Policy.

Prerequisites: Relocation 101, 201 and 202.

Who Should Attend? – This advanced course offering is intended primarily for ODOT, LPA or Consultants who are on ODOT’s approved list as a Relocation Reviewer or a person who is preparing to submit for approval as a Relocation Reviewer.

Worksite Traffic Supervisor (WTS) Prequalification Testing

Description – The Ohio Department of Transportation’s Division of Construction Management provides Worksite Traffic Supervisor (WTS) Prequalification Testing.  Individuals fulfilling the role of WTS are required to be prequalified per WTS Plan Note first published on July 20, 2018 (and versions thereafter).

Prerequisites – Do not register for WTS Prequalification testing until the prerequisites have been completed.  Prerequisite details are the following:

  • 2) Applicant shall have been trained appropriate to the job decisions they are required to make, including those of a WTS in implementing the Transportation Management Plan (TMP) and other safety and mobility aspects, within the past 5 years.

Immediately before the test is taken the applicant will be asked to electronically confirm the following:

  • A) That they understand the duties and responsibilities required of a WTS and will continue to review the plan note within the plans on all projects in which they are designated the primary or alternate/secondary WTS to ensure they remain up to date with the latest WTS requirements and the specific contract requirements.
  • B) That the training in #2 above has been completed within the past 5 years; understanding that the training shall be repeated in intervals of no longer than 5 years; and, that they are ready and able to provide details of the training completed to fulfill this requirement (without delay) upon request by ODOT, FHWA or others.

If the applicant is unable to confirm one or both items, they will not be allowed to take the WTS prequalification test and will be required to leave and register again after the prerequisites have been completed.

Under the new safety protocols due to the COVID-19 pandemic, attendees are still NOT permitted to bring reference materials or spec books into the testing site.  As with previous sessions, a supply of reference resources will be available on-site to borrow during testing.  WTS applicants are expected to have knowledge and will be tested on items from: Ohio Manual of Uniform Traffic Control Devices (OMUTCD) Part 6 and related chapters; 2019 ODOT Construction and Material Specifications (C&MS) Section 614 and related sections; Statewide Plan Notes; Quality Standards for Temporary Traffic Control Devices (TTCD) & Acceptable Delineation Methods for Vehicles; and ODOT Standard Construction Drawings (SCDs).  See Worksite Traffic Supervisor (WTS) Prequalification | Ohio Department of Transportation for a full list of specific reference documents for test preparation purposes.

No cell phones, tablets or laptops will be allowed.  No calculators, pens or pencils will be available for loan due to the COVID-19 pandemic.  Failure to bring these items with you means you will have to take the test without them.

Everyone registering to complete an exam MUST have applied for and obtained a MyODOT username and password and must bring both with them to the test in order to login to the online testing system at the ODOT Computer Training Room.  The instructions on how to obtain your MyODOT username and password are available at this link: MyODOT | Ohio Department of Transportation.

Failure to have obtained your MyODOT username and password ahead of time WILL result in being rescheduled to take the exam another day.  Please obtain your MyODOT credentials at least four days before the testing date.

Please note the following summary of protocols for testing:

  1. Effective September 2022: the testing location is ODOT Central Office at 1980 W. Broad Street in Columbus, OH.
  2. If you are sick or not feeling well, please DO NOT attend the testing session (see comments below).
  3. Face mask/covering is currently optional at our testing location, based on the preference of each attendee.
  4. Maintain social distancing of at least six feet when feasible.
  5. If COVID cases show a significant increase, additional safety protocols may be required in accordance with Ohio Department of Health recommendations.
  6. No materials will be brought into testing site.
  7. Must have ID (official state or federal).
  8. Bring your own calculator (non-programmable).
  9. Bring a pen or pencil.
  10. No gathering in the building (inside); must leave when testing is completed.
  11. You must have your MyODOT username and password to be tested (must be obtained before the testing day).

ODOT has the authority to dismiss any candidate and revoke the test session due to improprieties such as, but not limited to, impersonating a candidate of record, creating a disturbance, receiving help from another individual, attempting to remove test materials, making notes about the test content, use of unauthorized reference materials, accessing one’s cell phone, cheating of any kind, etc.  Exam Violations and Consequences.

Description – This workshop is intended to review the basic elements and typical applications of roadway work zones for temporary traffic control.  The discussion will address the use of advance warning signs, traffic control devices such as cones/drums/barricades, and flagging procedures.  Reference will be made to Part 6 of the Ohio Manual of Uniform Traffic Control Devices (OMUTCD).  Rural and urban applications for local roadway systems will be emphasized.

Who Should Attend? – This workshop will be of interest to roadway maintenance workers, supervisors, engineers, and others responsible for work zones on local roadways.

Instructor – The instructor will be Raymond Brushart, Program Manager for Ohio LTAP.  His background includes over 22 years of experience in Traffic Engineering at the State and local level; including the review of construction plans for Work Zone traffic control design and compliance with the OMUTCD.

Registration Information – This course offering through LTAP is intended primarily for local agency personnel (county, city, village and township).  Registrations are processed in the order they are submitted online, while seats are still available.  The registration fee is $66 per person for government employees and $165 for non-government employees.  Lunch is “on your own”.  Any registrant requiring a reasonable accommodation during training (i.e., mobility or access) should contact Ohio LTAP prior to the course date so the appropriate arrangements can be made.
